Correct.  They are violating copyrights every day.  There is nothing about the
'net that excludes it from copyright protection.  However, without actual
damages or pre-infringement registration, the likelihood of an infringement suit
is minimal.  There is something to do with "internet culture" where people think
that copyright does not exist or is not enforceable or there is some god-given
right to infringe.  This is not the case, and as commercial traffic on the net
increases, the likelihood of such suits increases.

A copyright notice has almost no legal significance any longer.  It's virtually
a waste of ink (or of disk space).
